Today, the Pet Animal Care and Facilities Act (PACFA) Program, administered by the Colorado Department of Agriculture (CDA), served Moms and Mutts: Colorado Rescue for Pregnant and Nursing Dogs Inc. (MAMCO) with an order summarily suspending their pet animal facility license. The summary suspension orders MAMCO to immediately cease, desist, and refrain from any activities that require a pet animal care facility license.
On December 16, 2024, MAMCO voluntarily entered into a stipulation and order with CDA that placed their PACFA license on probation for 18 months and assessed civil penalties. The agreement also stipulated that MAMCO would have no further violations of the Pet Animal Care and Facilities Act, its rules and regulations, or a failed inspection.
On February 13, 2025, MAMCO was notified that they had failed two inspections for violations of the Act and its rules and regulations and were served with a Notice of Disciplinary Proceedings. Based on the findings of the recent inspections, CDA believes there is an imminent threat to the health and safety of Colorado dogs and their owners.
“With the suspension of the license, MAMCO has been ordered to immediately surrender all the dogs in their care, including both dogs in the shelter and dogs in foster homes, to other licensed shelter or rescue organizations,” said Nick Fisher, PACFA’s Program Section Chief.
Pursuant to 24-4-104(4)(a), C.R.S., of the Administrative Procedure Act, a hearing by the Office of Administrative Courts will be conducted into recent alleged violations of PACFA rules and regulations related to public health, safety and welfare as well as deliberate and willful violations of PACFA rules. The hearing date will be scheduled in the near future.

El 13 de febrero de 2025, se notificó a MAMCO que había fallado dos inspecciones por infracciones de la Ley y sus normas y reglamentos y se le presento un Aviso de Procedimiento Disciplinario. Basándose en los resultados de las recientes inspecciones, CDA cree que existe una amenaza inminente para la salud y la seguridad de las perras de Colorado y sus dueños.
“Con la suspensión de su licencia, se ha ordenado a MAMCO que entregue inmediatamente todos los perros a su cargo, incluyendo perros del refugio y perros de hogares de acogida, a otros refugios u organizaciones de rescate autorizados,” dijo Nick Fisher, Jefe de Sección de Programas de PACFA.
De conformidad con el artículo 24-4-104(4)(a) de la Ley de Procedimiento Administrativo de Colorado, la Oficina de Tribunales Administrativos tendrá una audiencia sobre las supuestas infracciones recientes de las normas y reglamentos de PACFA relacionados con la salud, la seguridad y el bienestar públicos, y las infracciones deliberadas e intencionales de las normas de PACFA. La fecha de la audiencia se programará en un futuro no muy lejano.
