Process For Stakeholder Involvement In The Rulemaking Process

The Colorado Department of Agriculture's protocol for stakeholder rule-making engagement is here.

Rules Imposing Local Government Mandates

On January 11, 2011, Governor Hickenlooper signed Executive Order D 2011-005, “Establishing a Policy to Enhance the Relationship between State and Local Government".

The Executive Order’s goal is to enhance the partnership between state and local government by requiring that state rulemaking agencies consult with and engage local governments prior to the promulgation of any rules containing mandates and to prevent excessive or unnecessary regulation of local government through increased intergovernmental communication. This executive order was codified in section 24-4-103(2.7) of the Administrative Procedure Act by the passage of Senate Bill 2012-026.

Local governments will continue to be contacted to solicit their input in the development of proposed rules with state mandates through the process established by the Office of State Planning and Budgeting and the Department of Local Affairs in 2012.

The Colorado General Assembly sets specific dates that a particular agency, board, or function of government will terminate unless the legislature passes new legislation to continue. An analysis is performed to determine if the program is necessary and should be continued, modified, or cease operations. The final results can be found at the Colorado Department of Regulatory Agency website.

The Colorado Office of Policy, Research, and Regulatory Reform is currently conducting a sunset review of the:

  • Custom Meat Processors
  • Pesticide Applicator's Act
  • Noxious Weed Advisory Committee

To provide input on these reviews, please visit COPRRR's website.

The review process involves soliciting and receiving input from interested parties and stakeholders.

The Colorado Revised Statutes (the laws of the state of Colorado) are made available for public use by the Committee on Legal Services of the Colorado General Assembly through a contractual arrangement with the LexisNexis Group.
