On January 31, in coordination with the Larimer County Sheriff’s Office, CDA’s Pet Animal Care and Facilities Act (PACFA) program staff worked to remove more than 80 dogs from Just 4 Jacks Ranch Sanctuary in Lyons, Colorado. Under the PACFA rules and regulations, anyone sheltering, housing or harboring more than 15 dogs and/or cats is required to have a pet animal care facility license.
On October 30, 2023, the Commissioner of Agriculture ordered the tenant of the property Drew Renkewitz to cease and desist from sheltering, harboring and housing 82 dogs without a valid pet animal care facility license. On January 4, 2024, the Commissioner filed suit in the Larimer County District Court for Renkewitz's refusal to comply with the cease and desist order. The court issued a temporary restraining order and a preliminary injunction ordering Renkewitz and Just 4 Jacks Ranch and Sanctuary to move the 82 dogs out of state or relinquish the dogs to NoCo Humane Society by January 30, 2024.
On January 30, 2024, the Larimer County District Court granted the Commissioner a default judgment and permanent injunction, enjoining Drew Renkewitiz and Just 4 Jacks Ranch and Sanctuary from operating a pet animal care facility without a license. The court also ordered the PACFA program to facilitate taking possession and transferring ownership of the dogs if they were not removed from the property by midnight on January 30, 2024.
“PACFA, the Larimer County Sheriff’s Office, and NoCo Humane prepared for more than a month to remove the animals and coordinated with all 11 animal welfare organizations in the event that Mr. Renkewitz would be evicted and failed to remove the dogs from the property by January 30, 2024,” said Nick Fisher, the PACFA Program Section Chief. “While this was a challenging situation, the dogs have been taken in by animal welfare experts and will be examined and treated by veterinarians and hopefully they will be ready for adoption in the near future.”
On January 31, 2024, PACFA staff worked in coordination with the Larimer County Sheriff’s Office who executed a writ of restitution evicting Renkewitz from the property. PACFA worked with Animal Protection Officers from NoCo Humane Society and Boulder County Sheriff’s Office Animal Control to take possession of and transfer ownership of the dogs.
Of the 82 dogs, one was euthanized by Renkewitz on January 30, 2024 and three could not be captured, though the NoCo Humane Society will continue to work to secure the animals. The remaining 78 dogs were sent to 11 different animal welfare organizations including Animal Friends Alliance, the Cheyenne Animal Shelter, the Dumb Friends League, Foothills Animal Shelter, the Humane Society of Boulder Valley, the Humane Society of the Pike Peak Region, Mattersville, Maxfund, National Mill Dog Rescue, NoCo Humane, and Riverdale Animal Shelter.
