Outreach and Technical Assistance Contractors

CDA is soliciting proposals from non-profit organizations to conduct regional outreach to promote the opportunities for small food retailers and small family farms offered through the new Community Food Access program, as well as provide technical assistance for eligible businesses applying for grants and joining the Consortium. Contract proposals may not exceed $80,000 per region per year. Contracts are not expected to extend beyond 12/31/2024. Eligible non-profits are encouraged to collaborate and co-apply or subcontract. CDA intends to award up to eight (8) separate contracts that will cover eight regions in Colorado:

  1. Northwest - Moffat, Routt, Jackson, Grand, Eagle, Garfield, Rio Blanco counties

  2. Southwest - Mesa, Delta, Montrose, San Miguel, Dolores, Montezuma, La Plata, San Juan, Ouray, Archuleta, Hinsdale counties
  3. Central Mountains - Fremont, Chaffee, Park, Lake, Summit, Pitkin, Gunnison, Custer, Teller, Gilpin, Clear Creek counties
  4. San Luis Valley - Costilla, Saguache, Conejos, Rio Grande, Alamosa, Huérfano, Mineral counties
  5. Southeast - Las Animas, Baca, Bent, Otero, Prowers, Crowley, Kiowa, Cheyenne, Lincoln, and Kit Carson counties
  6. Southern Front Range - Douglas,  Elbert, El Paso, Pueblo, Arapahoe counties
  7. Northeast - Yuma, Larmier, Sedgwick, Logan, Phillips, Washington, Morgan, and Weld counties
  8. Denver Metro - Denver, Adams, Broomfield, Boulder, and Jefferson counties

Interested in collaborating with another organization to submit a proposal?

The State is allowing interested Offerors/ Organizations to send their contact information to the Procurement Official to share publicly on VSS and applicable sites. The State cannot assist with preparation of vendor proposals. The State can share contact information of those who are interested in collaborating with other interested Offerors. If you would like to add your organization and contact info to this list, please provide that to the Procurement Official by June 7, 2023 via email, to kathy.chang@state.co.us
